OceanGate never requested the Coast Guard inspect the Titan submersible, according to John Winters, master marine inspector with the Coast Guard Sector Puget Sound.

Winters testified on Thursday before the Coast Guard Marine Board of Investigation as part of their inquiry into the doomed Titan submersible, which imploded last summer, killing all five people on board.

Winters also claimed Former OceanGate CEO Stockton Rush complained to him about Coast Guard regulations.

“He did express on multiple occasions that regulations were stifling his innovation process,” Winters testified. The inspector also said OceanGate “never attempted to circumvent any regulations,” despite Rush’s complaints.

Mark Negley, an engineer with Boeing, also testified on Thursday morning.

Negley said Boeing only worked with OceanGate during short periods. The company did a “brief” feasibility study from 2012 to 2013, he said, before doing two acoustic studies in 2016. Their last communication was in March 2020, Negley testified, when Boeing declined to respond to OceanGate’s request for a proposal.

Negley once sent Rush his safety analysis of Titan’s hull, WIRED reports, warning that there would be a “high risk of significant failure” if the contraption went to the depth of the Titanic wreckage.

Who is testifying today?

Today’s evidence will focus on testimony from engineers.

Don Kramer, an engineer with the National Transportation Safety Board, is up first.

Other witnesses scheduled to testify later today are William Kohnen of Hydrospace Group Inc. and Bart Kemper of Kemper Engineering.

Stanley told the hearing on Tuesday he would not have gone on the 2019 dive on Titan in retrospect.

The comments came after a member of the panel asked Stanley if he was aware there was a lightning strike in the vicinity of the sub in the Bahamas just before the 2019 dive.

“The first time I heard of a lightning strike was reading about it..There’s a lot of things that, if I had known, I wouldn’t have gone,” Stanley said.

“People have told me that I was stupid, naive. But really, what it came down to was, at that point, I had no reason to believe that Stockton was a liar, and I had no evidence of any lies on his part.”

Stanley earlier testified that the sub made noise when it dived in 2019. The sound happened so clearly and frequently, he said, that he could “localize where it was coming from.”

“It was unnerving and then when it kept happening, I remember I was the one that was able to isolate the area where it was coming from and told them, ‘this, this is the area,’ and was listening right there,” Stanley said.

“It’s also a clue to me about Stockton’s psychology...he was scared. Because if he wasn’t scared, he would have already isolated where the noises were coming from him on his first dive,” he continued. “When I isolated the area, that was new information to him, but he was down there by himself, scared, and he kept going.”

Yesterday Karl Stanley testified that there were “a lot of red flags” when he accompanied Stockton Rush on a dive in the Titan sub in 2019.

Stanley was a childhood friend of Rush’s.

“He told us to be prepared for noises. He had recently done the solo dive on his own, and basically just said, ‘this is going to make noise’ and ‘brace yourselves,’” he told the hearing.

“Another clue in retrospect, is he didn’t tow out,” Stanley said, adding that not towing out deeper showed Rush did not have “a lot of faith” in the sub.

Stanley also noted Rush did not drive the sub.

“He didn’t do any of the driving...I believe I was the first one to drive, but he basically insisted it was his idea,” he said. “Nobody asked to drive...I think that was his kind of sick way of if we had imploded, we were a little bit in control of our own destiny.”

Wednesday’s hearing will feature testimony from Don Kramer, National Transportation Safety Board engineer; William Kohnen of Hydrospace Group Inc. and chairman of the Manned Underwater Vehicles Committee; and Bart Kemper, principal engineer of Kemper Engineering.

OceanGate used a hand-typed Excel spreadsheet to track its ill-fated Titan submersible , according to a former contractor for the firm.

A hearing into OceanGate’s Titan sub, which imploded during an expedition to the wreck of the Titanic last year, revealed that its navigation system allegedly relied on team members manually inputting the coordinate data into a spreadsheet in order to track the vessel.

The incident last July killed all five people on board, including OceanGate’s CEO and co-founder Stockton Rush.

Close friend of Stockton Rush provides insight into former OceanGate CEO’s mind

Karl Stanley, a long-time friend to former OceanGate CEO Stockton Rush, described his fears and why he was interested in submersibles.

Stanley testified hearing cracking noises on the submersible when he was on board in 2019 and that he could pinpoint where they were coming from.

“It was unnerving and then when it kept happening,” Stanley testified, referring to the noises. “I remember I was the one that was able to isolate the area where it was coming from and told them, ‘this, this is the area,’ and was listening right there.”

Stanley said Rush was likely scared during that dive.

“It’s also a clue to me about Stockton’s psychology...he was scared. Because if he wasn’t scared, he would have already isolated where the noises were coming from him on his first dive,” he continued.

He also claimed Stockton kept diving because he wanted to go down in history.

“The entire reason this whole operation started was Stockton had a desire to leave his mark on history,” Stanley testified.

“I think that’s why he kept diving, and he knew that eventually it was going to end like this and he wasn’t going to be held accountable, but he was going to be the most famous of all his famous relatives,” he continued.

Those were some of the final words that the doomed Titan submersible crew communicated before the submersible imploded on its mission to the Titanic wreckage site in June 2023.

“She will be very much an explorer yacht with exceptionally high levels of comfort, beauty, and reliability, as well as some groundbreaking developments in efficiency,” Baltic sales director Kenneth Nyfelt said in a statement .

The vessel was built to a specific weight to ensure the best performance and handling. It will have notably low energy consumption at anchor and the ability to regenerate electricity under sail via propellers, according to Baltic. The yard didn’t share any details regarding speed or range, but the sail will add a few points to both. All sailing systems will be controlled from the crew areas on the flybridge.

The 107 delivers on the design front, too. The cat will showcase “a quality of finish that is yet to be seen on a multihull,” according to the yard. Penned by L.A.-based designer Jamie Bush , the modern interior pairs a classic palette of warm woods and crisp whites with pops of sporty colors. “It’s about creating a space that’s at once sophisticated, youthful and timeless for our adventurous clients,” Bush explained. Seafarers can also enjoy sweeping, 360-degree views from the salon and generous, whisper-quiet cabins.

The design and engineering phases of the project are almost complete, with construction scheduled to start later this month. The yacht is due for delivery in summer 2027.

I realize that Moscow is on the Volga River, which connects to the Caspian Sea, but I’m wondering how foreign vessels can reach it? Or do foreign travel companies just buy a yacht that’s already "in the system"?

From the Caspian Sea, Gary, yachts come up the Volga then on to the Oka River and enter a tributary call the Moskva ("Moscow" in Russian) River. Alternate route is Volga to man-made Moscow Canal (which connects Volga to Moskva River). The big superyachts can’t get into the city limits because the river is only 3 inches deep. Just outside of the city, however, the water is 6 meters deep, perfect for large yachts. Yacht passengers easily travel into the city by limousine. (I imagine thoughts of hovercrafts, etc are a consideration for someday…) James Bond, anyone?

A General Description of Motor Yacht OLSTEN

Timmerman Yachts completed the building motor yacht OLSTEN in 2004. Accordingly, she has the distinction of being built country of Russia. OLSTEN is a yacht which had design completed by Moscow Shipyard and Moscow Shipyard. This superyacht OLSTEN is able to accommodate a maximum of 12 passengers all told aboard together with around 6 professional crew. Finished and launched in 2004 the comparatively recent interior design and decor demonstrates the proficiency which are originating from Moscow Shipyard and the owner who commissioned the yacht.

Building & Designing relating to Luxury Yacht OLSTEN

Moscow Shipyard was the naval architect firm involved in the professional vessel composition for OLSTEN. Also the company Moscow Shipyard successfully worked on this undertaking. Interior designer Moscow Shipyard was commissioned for the internal interior styling. Russia is the country that Timmerman Yachts built their new build motor yacht in. After her formal launch in 2004 in Moscow the boat was then handed over to the owner after final finishing. Her hull was constructed with steel. The motor yacht main superstructure is made predominantly from aluminium. With a width of 6.8 m or 22.31 feet OLSTEN has moderate internal space. A fairly shallow draught of 1.7m (5.56ft) affects the number of harbours she can berth in, taking into account their particular depth.

Engineering And The Speed The M/Y OLSTEN Can Reach:

The 3406E engine installed in the motor yacht is produced by CATERPILLAR. Connected to her Caterpillar engine(s) are twin screw propellers. The engine of the yacht creates 600 horse power (or 442 kilowatts). She is fitted with 2 engines. The total thrust for the yacht is accordingly 1200 HP or 884 KW.

On board Superyacht OLSTEN There is Passenger Accommodation Capacity For:

Providing room for a limit of 12 visiting passengers spending the night, the OLSTEN accommodates them in luxury. She also has room for circa 6 expert crew members to operate.
