Walk through the pedestrian underpass, and stay to the right after passing the Victory Park sign. The monument was dedicated in 2005, to celebrate the 60th anniversary of victory in WW2. It is dedicated to soldiers from Omsk who died in local wars and "hot spots". We assumed this to mean the conflict in Afghanistan and the Russian civil war.
