Regional (and beyond) Frequencies and Nets

These frequencies and nets are used by the Santa Clara County EOC to reach other Operational Areas (OAs), the Central Region EOC (REOC) and the State EOC (SOC), and vice versa.

Note: This is a work in progress. Updates will occur as information is provided by nearby counties.

VHF/UHF Amateur Radio

The following frequencies can be used to communicate between the Santa Clara County EOC and other Bay Area OAs. Text in grey has not been verified yet.

• Primary/Secondary: Used for inter-county communications. Not for in-county use while inter-county nets are active.
• Calling: A frequency/repeater used primarily for another in-county purpose, but can be used to reach the county if the county is not currently listening on a inter-county frequency. Make contact on the calling frequency, then move to an inter-county frequency
• RX = receive = repeater output
• TX = transmit = repeater input
• A "+" or "-" indicates standard offset (2m = 600 kHz; 1.25m = 1.6 MHz; 70cm = 5 MHz; 33cm = 12 MHz; 23cm = 20 MHz)

Contacting the Santa Clara County EOC:

When ARES/RACES in Santa Clara County has been activated:

• If the section-wide net IS active: The Santa Clara County EOC radio operators will monitor the section-wide net on WB6ECE or K6SNY.
• Primary = W6GGF (UHF) (Crystal Peak): 442.500 MHz (+) 100.0 Hz
• Alternate = K6SNY (Crystal Peak): 443.275 MHz (+) 107.2 Hz

Santa Clara Valley Section Repeater Info:

The ARRL Santa Clara Valley Section includes the following Operational Areas: Monterey County, San Benito County, Santa Clara County, Santa Cruz County and San Mateo County. During emergencies and/or disasters, the Santa Clara County EOC can use these systems to contact other OAs in the Santa Clara Valley Section.

Primary: WB6ECE

The WB6ECE repeater system is a network of UHF repeaters designed to cover the Santa Clara Valley Section. It is a simulcast system, where users operate on a single frequency, regardless of location. The system selects the best received signal from all sites and then transmits out from all sites at once.

• WB6ECE System: 441.300 MHz (+) 100.0 Hz (do not use tone squelch)

Alternate: K6SNY

The K6SNY repeater on Crystal Peak is primarily used as an alternate for the Santa Clara County Resource Net or Command Net. If it is not being used for those functions, K6SNY is also available as an alternate to the WB6ECE repeater system (listed above) for section-wide inter-county EOC communications.

• K6SNY: 443.275 MHz (+) 107.2 Hz

Alternate: WR6ABD

The WR6ABD repeater on Loma Prieta has been used in the past for NTS traffic.

• WR6ABD (Loma Prieta) 146.640 MHz (-) 162.2 Hz

CESRS (VHF)

The California Office of Emergency Services (CalOES) operates the California Emergency Services Radio System (CESRS) for statewide VHF communications. The acronym CESRS is typically pronounced "Ceasars". The system operates under FCC Part 90 (not amateur radio) and consists of a series of repeaters, some of which are linked via microwave. Different PL tones are used to access different repeaters. During emergencies and/or disasters, the Santa Clara County EOC can use this system to contact other OAs and resources throughout the State.

Frequencies and tones:

Making or Receiving a Call:

• Select the correct preset, press PTT, wait 1 second, then say: "[destination], this is Santa Clara County on CESRS tone [#]"
• Listen to the tone number that the caller says, select the preset corresponding to that tone (see above table), press PTT, wait 1 second, then respond.
• When ARES/RACES in Santa Clara County has been activated, the amateur radio operators at the county EOC normally monitor CESRS full time.

CESN (HF Amateur Radio)

California Auxiliary Communications Service (ACS) operates the California Emergency Services Net (CESN) for statewide HF communications. During emergencies and/or disasters, the Santa Clara County EOC can use this net to contact other OAs throughout the State.

Calling frequencies:

• SCCo ARES/RACES does not usually monitor HF. Contact the SCCo EOC by other means to arrange a schedule.
• SCCo ARES/RACES has 80-10m capability.

SHARES (Shared Resources [SHARES] HF Radio Program)

The Department of Homeland Security (DHS) Cybersecurity & Infrastructure Security Agency (CISA) manages the SHARES program. It is not part of amateur radio, although amateur radio operational experience can be useful. The Santa Clara County Office of Emergency Management utilizes SHARES to communicate with the region and state. Frequency and operational information is confidential.

User Access

The Santa Clara County packet network is reachable from surrounding counties. All surrounding counties have tactical call signs that are preconfigured in each of the BBSs. Simply connect using the appropriate tactical call sign and send to the appropriate tactical call sign. The preconfigured tactical call signs have the form of XXXEOC, where "XXX" is the tactical prefix assigned to the county.

BBS to BBS Forwarding

Our BBSs are reachable via the traditional BBS network, AMPRnet or via direct IP and/or radio link. Surrounding counties are encouraged to establish their own packet BBS systems and then link their BBS to the Santa Clara County network.
