Skipper's License Croatia

According to Croatian law , at least one person on the vessel must possess valid Navigational and VHF licences. If you want to charter a yacht but don’t want to hire a skipper, then you must have valid licences in addition to sailing experience.

Navigational and VHF licences in Croatia are issued by Port Authorities. If your licence has been issued in a foreign country, please check whether it is valid for Croatian territorial waters. To obtain a skipper’s license, one must take classes and pass an exam that includes theoretical and practical elements. If you want to bareboat charter, you must send us copies of your licences in advance to confirm the booking. If there is something wrong with your papers, we will inform you immediately.

You also need to have the original copies with you on-board, so don’t forget to take them. Croatian laws are very strict on this matter, and it is impossible to charter a boat without all the necessary documents .

BOAT LIDER  LICENSE CATEGORY C     (International licence with included VHF - recognized worldwide)

Scope  (Target audience) :  The course is conducted in accordance to the requirements of the Regulations of boats and yachts (National gazette NN #13/2020., #52/2020.). 

Objective :  After successful completion of the course the trainees will be competent to handle and manage:

  • All types of BOATS
  • All types of YACHTS up to 30 GT (for private and commercial purposes )

* Definitions of a BOAT, YACHT;

A BOAT  is a vessel intended for navigation at sea which is authorized to carry a maximum of 12 passengers, the hull length of which is greater than 2.5 meters and less than or equal to 15 meters , or the total power of propulsion devices greater than 5 kW.

A YACHT is a vessel for sports and leisure, regardless of whether it is used for personal needs or for comercial activity, and whose hull length is greater than 15 meters and which is intended for a longer stay at sea . The term "intended for a longer stay at sea" means appropriate conditions of accommodation and stay that allow persons on a yacht to stay longer autonomously at sea, primarily from the aspect of protection and safety.

How to get licence :

* On our course you will obtain all necessary  theorectical  and  practical  knowledge needed to pass the exam. The exam is held near  O ur Base  in  Šibenik Port Authority building . This is the same location where participants show their docking skills on the Academy training boat. The entire administration and exam procedure lasts a couple of hours – depending on the number of participants.

  • Navigation (sailing)
  • Basic knowledge of motor repairs and maintenance
  • Maritime law, meteorology and first aid
  • Boat maneuvering and collision avoidance
  • Maritime radio communication service
  • Safety at sea
  • Docking, undocking  a boat under  different  sets of circumstances 
  • Points of sailing, basic sailing  

Duration:  7 days (three days - theory, four days - practical)

  • At least 18 years of age
  • Identification card or passport
  • 3 passport size colored photographs 3x3,5 com

Note to client :  After successful completion of the course and examination at the Harbour Office candidates will receive a Boat Leader’s Licence Category C  a issued by the Ministry of the Sea, Transport and Infrastructure of Republic of Croatia. * This license is recognized worldwide .

Validity of the Certificate : With  a Boat Leader’s Licence Category C , all boats can be operated, as well as yachts up to 30 gross tonnage (and for commercial purposes ) and are issued for a period of five years. It is renewed with a valid certificate of healthworthiness of a member of a crew of naval vessels, boats and yachts issued by a licensed physician.

Chartering a Yacht with the Category C licence, you can manage your own or a rented boat / yacht charter worldwide. When renting, a charter agency will check what your licence allows you to rent. In practice, it is most all sailboats of various sizes – like   Elan Impression 444 ,  Oceanis 50 Familly . Also, catamarans are very popular, so you can rent  B ALI 4.1  or similar models. For motor boats, we can offer   Marco Polo 12 .

BOAT LIDER LICENSE CATEGORY B ​​  ( only for territorial waters of Croatia !)

Scope  (Target audience) :  The course is conducted in accordance with the requirements of article 52. of the Regulations of boats and yachts (National gazette NN #27/2005).

Objective :  After successful completion of the course the trainees will be competent to operate up to 12 Nm from coast and islands :

  • Passenger boats up to 3 Nm from coast and islands
  • Cargo and fishing boats
  • All type’s of pleasure boats
  • Pleasure Yachts up to 30 GT
  • Charter Yachts up to 30 GT without professional crew

Course content : 

  • Maritime law and meteorology
  • Boat manoeuvring, safety and first aid

Duration:  5 hours theoretical + practical course 12h

  • At least 16 years of age
  • 2 passport size coloured photographs 3x3,5 cm

Note to client:  After successful completion of the course and examination at the Harbour Office candidates will receive a Boat Leader’s License Category B issued by the Ministry of the Sea, Transport and Infrastructure of the Republic of Croatia.

Before you set course for independence and relaxation, however, there are a few basic points to check. So that you don’t have to face closed “seas”, we will clarify all the important questions about the Croatian coastal patent.

What do I need to know in order to be allowed to drive a boat in Croatia?

One thing right away: You can’t drive a boat in Croatia without a boat licence. In contrast to Germany, a licence is required for every motorised boat in Croatia. Even non-motorised boats over 2.5 metres in length are affected by this regulation – with the exception of rowing boats, paddle boats and surfboards. In addition, boat owners are obliged to buy a vignette for their boat at the respective harbour office.

How can I obtain a boat licence for Croatia?

It’s very simple: You only have to register for a course. The learning materials will then be made available to you digitally. With the help of these documents, you can prepare for the course from the comfort of your own home.

The Croatian coastal licence is an official licence issued by the Ministry of Infrastructure, Maritime Affairs and Transport. For this reason, an oral examination is held by the officials of the local port authority. A practical exam is not necessary. In our case, the exam is taken at the Vodice Port Authority.

Only a few days after successfully passing the exam, the boat licence is issued. As this is a theoretical exam, we recommend that you take a practical training course before your first trip.

What types of boat licences are valid in Croatia?

In addition to the Croatian boat licence, official boat licences from the holder’s home country are also valid. If you have any questions about the recognition of your coastal patent, we will be happy to help!

In general, it can be stated that holders of the Croatian coastal licence (Boat Skipper Category B) within the 12-mile zone are entitled to

  • Passenger vessels up to three miles off the coast and islands,
  • cargo or fishing boats,
  • pleasure boats (of all types),
  • yachts up to 30 GT and
  • Charter yachts up to 30 GT without professional crew.

If there are islands off the coast, the twelve miles from the offshore island apply. The coastal patent does not apply to rivers and lakes. A separate patent must be obtained for these. Outside the 12-mile zone, a licence is no longer required, as these are international waters.

What categories of boat licence are there?

Category boat skipper – a.

A category A boat skipper’s licence can be obtained from the age of 15. Attending a course is not a prerequisite for obtaining the licence. Mastery of the basics of navigation is required, which includes:

  • reading nautical charts,
  • determining course and distance,
  • collision avoidance rules at sea – practical demonstration with models,
  • lights on ships,
  • day signals, sound signals, danger signals,
  • ropes and knots,
  • meteorology and
  • winds in the Adriatic.

CATEGORY BOAT SKIPPER – B

At the age of 16 you are entitled to take the category B boat skipper exam. After passing the examination, the master of a category B boat is entitled to operate a boat or yacht for own use up to 30 GT in the area of navigation IIa, III (without restrictions) and IV with his licence. Until the age of 18, the engine power is limited to 15 KW (20 hp), thereafter the engine power is no longer limited.

CATEGORY BOAT SKIPPER – C

The Category C Boat Skipper is the first degree of a professional skipper – captain for all seas of the world. The course comprises a total of 25 hours of lectures and exercises, plus the compulsory six hours of practical sailing instruction. After passing the exam, a Category C skipper is allowed to skipper boats and yachts up to 30 GT commercially, regardless of the sailing zone (worldwide) and the type of vessel.

CATEGORY YACHT MASTER A

To obtain a licence, a category A yacht master (up to 100 gross tonnes) must meet the following requirements:

  • completed 18th year of age,
  • successfully passed his school-leaving examination,
  • at least 12 months sailing experience on a commercial or public vessel,
  • three years’ experience as a category C boatmaster, and
  • pass a special vision and hearing test.

CATEGORY YACHT MASTER B

To obtain a licence, a category B yacht master (up to 500 gross tonnes) must meet the following requirements:

  • completed 25th year of age,
  • at least a successfully passed school-leaving examination,
  • two years sailing experience as a member of a navigation watch or
  • 12 months sailing experience as a yacht commander up to 100 GT as well as
  • have good eyesight and hearing.

Is the Croatian boat licence also valid in Germany?

The Croatian licence is not recognised for people who are resident in Germany. So if you are German and want to sail a boat in German waters, you need a German boat licence. Persons residing in Croatia are allowed to sail in German territorial waters for one year with the Croatian coastal patent within the framework of the host country regulation. After that, a German driving licence must be obtained and presented.

Can I drive a boat abroad with a Croatian coastal licence?

Yes, this is possible. Within the framework of the IMO (International Maritime Organisation), all countries bordering the Mediterranean have signed an agreement on the mutual recognition of boating licences.

Can I have my Croatian boat licence rewritten?

It is not possible to have the Croatian coastal licence transcribed into a German boat licence.

I lack practical experience, can I still drive a boat?

We’ve been doing this since 1992 and have already made generations of captains. Exams can be taken for boat commanders categories A and B , radiotelephony – B and C categories and separate radiotelephony certificate . We also deal with the renewal of  boat driving licenses , with those that are damaged or lost. All necessary information is provided in our offices in Poreč . One of them is located on the Poreč waterfront and within the building that also houses the Harbour Master’s Office. The information is also available by telephone or email. We are also able to send you, free of charge, the study materials for the exam. The exams are held on Saturdays on the premises of the Harbour Master’s Office. On Fridays befor the exams we organize three-hour courses in four languages (Croatian, German, English and Italian) run by expert teachers.

With us you are not bound by any contracts and there are no payments well in advance .

We are also able to organize practical classes on the sea (which are optional and you do not have to do it order to pass the exam), but provide you with invaluable experience of navigating a boat if you are lacking it. It is also very useful for all those who want to refresh their knowledge and contributes to the safety of people and craft.

Rules for boating in Croatia

The following rules apply to all vessels longer than 2,5 m or engine power above 5KW.

The skipper of a vessel entering the territorial waters of the Republic of Croatia by sea is obliged to take the shortest route to the nearest port open to international traffic, in order to pass border control, and then is obliged to: 1. Verify the list of crew and passengers 2. Pay the required boating fees 3. Pay the tourist tax for vessels of more than 5m with sleeping berths 4. Register any persons that will be sleeping on board The skipper of a vessel which is brought into Croatia by road, or which is moored in a port or in some other approved location within the Republic of Croatia, is obliged to go to nearest Harbourmaster’s office and: 1. Pay the required boating fees 2. Pay the tourist tax for vessels of more than 5m with sleeping berths 3. Register any persons that will be sleeping on board *New regulations require all boaters to pay the Tourist Tax regardless of nationality. The Vignette sticker which was used as proof of payment for boating fees for foreign boaters will no longer be issued. As of 01.04. 2014, a new unified boating fee will be introduced which will cover all previous fees and include an environmental fee. The fee will be calculated according to vessel length and engine power. The Tourist Tax for private vessels of more than 5m with sleeping berths, will levied as a flat fee, based on vessel length and time duration. All vessels in the territorial waters of Croatia must have evidence to the following: 1. Payment of the required boating fees for the valid time period. 2. Certificate of seaworthiness of the vessel. 3. The skipper must have a valid boating licence for the vessel in accordance with jurisdiction of the registration flag of the vessel, or a license that is valid in the Republic of Croatia 4. An insurance policy with third party liability coverage 5. Proof of ownership, or the owner’s authorisation to use the vessel. According to Croatian law, at least one person on the vessel must possess valid Navigational and VHF licences. If you want to charter a yacht but don’t want to hire a skipper, then you must have valid licences in addition to sailing experience. Navigational and VHF licences in Croatia are issued by Port Authorities. If your licence has been issued in a foreign country, please check whether it is valid for Croatian territorial waters. To obtain a skipper’s license, one must take classes and pass an exam that includes theoretical and practical elements. If you want to bareboat charter, you must send us copies of your licences in advance to confirm the booking. You also need to have the original copies with you on-board, so don’t forget to take them. Croatian laws are very strict on this matter, and it is impossible to charter a boat without all the necessary documents.

The variety of the Croatian coast, its many islands, its clear sea and beautiful scenery make it a favorite destination for boaters who see it as a boating paradise. Croatian regulations navigation: Anyone who drives a boat in the territorial waters of the Republic of Croatia must be in possession of a valid licence navigation which must include VHF radio license:

  •   international license
  •   licence of his country obtained according to law, or
  •   Croatian license.

Failure to do so constitutes a breach of law punishable by a fine, causing the ban to continue the journey and loss of insurance rights in the event of an accident during the navigation. Checks are carried out during the recording of the list of persons on board by harbor master  but also anywhere at sea. Skip's license in Croatia: The navigation license can be obtain in Croatia. The competent to pass the tests and examinations is the Administration of Maritime and Port Authority authorities. The possible allowed:

  • Certificate as master on board, which allows to drive and operate a motorboat or sailboat up to 12m or 15 GT and use the VHF station on board. If renting the boat, a crew member must be qualified to use the radio station.
  • Skipper certificate, which can be obtained by passing the exam by any person who owns the master certificate on board for a period of 3 years. This certificate authorizes skipper to drive and operate a boat up to 25 BT.
  • Certificate qualified master of yacht which is calculated after taking courses and passing the exam. This degree allows driving and maneuvering yachts up to 100 BT.

Legal Requirements

According to Croatian law, to operate a boat you must have a valid Nautical (skipper’s licence) and VHF licence. In addition to that, you must be over 18 years old and have all the necessary sailing experience.

If you already have your licences from a country other than Croatia, please check whether it is valid for Croatian territorial waters. The Exact Bareboat Charter Requirements in Croatia

It's a drag to find the bareboat charter requirements for Croatia. So I've contacted a couple of charter companies to find out exactly what you'll need.

What are the bareboat charter requirements in Croatia? To charter bareboat in Croatia, the most crucial requirement is that at least one of the crew members possesses a valid nautical certificate of competence (ICC) and a VHF radio certificate. Without these, you will not be able to charter a boat.

That's about it for most charters. However, there are some specifics you'll need for larger boats.

Certificates

The only things you'll definitely need are a valid nautical license and a VHF license. This goes for any type of boat.

Important: without these licenses, no charter company in Croatia will give you the boat without a crew - even if you have a lot of experience. The Croatian law is very strict on this. Anyone from your charter group can have the license, as long as both licenses are there.

Below I'll explain the different licenses in more detail.

Travel Documents

Of course, you'll need valid travel documents for staying in Croatia.

  • If you're an EU-citizen, you'll generally only need an ID card.
  • If you're from the U.S., Canada or Australia, you'll most likely only need a passport.

You can stay up to 90 days with just these documents, no visas required. Make sure your travel documents are at least 3 months valid.

The companies also suggested sending my documents and the name of the boat I want to rent before making any plans. This way, they can check if I'm eligible to charter the boat or not.

I found they are more than happy to assist you and help you pick the right boat for you.

This is also known as the ICC ( International Certificate of Competence ) or International Certificate for Operator of Pleasure Craft . You'll want to get this if you're planning on sailing international or coastal waters or chartering boats in Europe.

The ICC is accepted in nearly all Mediterranean waters. There are some exceptions, but in practice, even in these countries, most charter companies will accept the ICC as sufficient proof of sailing experience.

In most countries, you can get an ICC by getting the right national boating licenses. After that, you can simply apply for an ICC with the right authorities.

For example, in The Netherlands, you simply obtain Boat License I + II.

In the U.K., however, you need to successfully complete an official ICC training with one of the approved ICC test centers.

In most countries, there are basically two tiers of boat license:

  • Boat license 1 - Inland
  • Boat license 2 - Coastal

Some countries also issue a third tier, specifically for international waters.

Most countries will only issue an ICC after obtaining both (or all three) national boat licenses.

In the U.K. you need to get the International Certificate for Operator of Pleasure Craft from the RYA (Royal Yacht Association).

Besides an International Certificate of Competence, you also need a VHF Radio Certificate. This certificate simply means that you know how to use a VHF radio. Croatia accepts foreign certificates for most countries.

You can get one by successfully completing a VHF radio course. Every country issues its own courses, and you'll have to check with your national marine authorities which course to take.

In some countries, you can take this course online. For example in the UK, where it takes between 4 - 8 hours to costs about £65.

United Kingdom

With this license, you may sail:

  • boats used for private purposes,
  • bareboat chartered boats,
  • yachts used for private purposes up to 30 GT,
  • bareboat chartered yachts up to 30 GT,
  • in internal waters and territorial sea of the Republic of Croatia and waters accessible from the sea.

The Netherlands

The Netherlands issues two licenses (I and II). In some cases, Boat License I will suffice.
