The following rules apply to all vessels longer than 2,5 m or engine power above 5KW.
The skipper of a vessel entering the territorial waters of the Republic of Croatia by sea is obliged to take the shortest route to the nearest port open to international traffic, in order to pass border control, and then is obliged to: 1. Verify the list of crew and passengers 2. Pay the required boating fees 3. Pay the tourist tax for vessels of more than 5m with sleeping berths 4. Register any persons that will be sleeping on board The skipper of a vessel which is brought into Croatia by road, or which is moored in a port or in some other approved location within the Republic of Croatia, is obliged to go to nearest Harbourmaster’s office and: 1. Pay the required boating fees 2. Pay the tourist tax for vessels of more than 5m with sleeping berths 3. Register any persons that will be sleeping on board *New regulations require all boaters to pay the Tourist Tax regardless of nationality. The Vignette sticker which was used as proof of payment for boating fees for foreign boaters will no longer be issued. As of 01.04. 2014, a new unified boating fee will be introduced which will cover all previous fees and include an environmental fee. The fee will be calculated according to vessel length and engine power. The Tourist Tax for private vessels of more than 5m with sleeping berths, will levied as a flat fee, based on vessel length and time duration. All vessels in the territorial waters of Croatia must have evidence to the following: 1. Payment of the required boating fees for the valid time period. 2. Certificate of seaworthiness of the vessel. 3. The skipper must have a valid boating licence for the vessel in accordance with jurisdiction of the registration flag of the vessel, or a license that is valid in the Republic of Croatia 4. An insurance policy with third party liability coverage 5. Proof of ownership, or the owner’s authorisation to use the vessel. According to Croatian law, at least one person on the vessel must possess valid Navigational and VHF licences. If you want to charter a yacht but don’t want to hire a skipper, then you must have valid licences in addition to sailing experience. Navigational and VHF licences in Croatia are issued by Port Authorities. If your licence has been issued in a foreign country, please check whether it is valid for Croatian territorial waters. To obtain a skipper’s license, one must take classes and pass an exam that includes theoretical and practical elements. If you want to bareboat charter, you must send us copies of your licences in advance to confirm the booking. You also need to have the original copies with you on-board, so don’t forget to take them. Croatian laws are very strict on this matter, and it is impossible to charter a boat without all the necessary documents.

It's a drag to find the bareboat charter requirements for Croatia. So I've contacted a couple of charter companies to find out exactly what you'll need.
What are the bareboat charter requirements in Croatia? To charter bareboat in Croatia, the most crucial requirement is that at least one of the crew members possesses a valid nautical certificate of competence (ICC) and a VHF radio certificate. Without these, you will not be able to charter a boat.
That's about it for most charters. However, there are some specifics you'll need for larger boats.
The exact charter requirements for croatia, valid nautical certificate of competence, vhf radio certificate, some good charter companies to get started, list of accepted boat licenses per country, extra resources.
The only things you'll definitely need are a valid nautical license and a VHF license. This goes for any type of boat.
Important: without these licenses, no charter company in Croatia will give you the boat without a crew - even if you have a lot of experience. The Croatian law is very strict on this. Anyone from your charter group can have the license, as long as both licenses are there.
Below I'll explain the different licenses in more detail.
Of course, you'll need valid travel documents for staying in Croatia.
You can stay up to 90 days with just these documents, no visas required. Make sure your travel documents are at least 3 months valid.

This is also known as the ICC ( International Certificate of Competence ) or International Certificate for Operator of Pleasure Craft . You'll want to get this if you're planning on sailing international or coastal waters or chartering boats in Europe.
The ICC is accepted in nearly all Mediterranean waters. There are some exceptions, but in practice, even in these countries, most charter companies will accept the ICC as sufficient proof of sailing experience.
In most countries, you can get an ICC by getting the right national boating licenses. After that, you can simply apply for an ICC with the right authorities.
For example, in The Netherlands, you simply obtain Boat License I + II.
In the U.K., however, you need to successfully complete an official ICC training with one of the approved ICC test centers.
In most countries, there are basically two tiers of boat license:
Some countries also issue a third tier, specifically for international waters.
Most countries will only issue an ICC after obtaining both (or all three) national boat licenses.
In the U.K. you need to get the International Certificate for Operator of Pleasure Craft from the RYA (Royal Yacht Association).
Besides an International Certificate of Competence, you also need a VHF Radio Certificate. This certificate simply means that you know how to use a VHF radio. Croatia accepts foreign certificates for most countries.
You can get one by successfully completing a VHF radio course. Every country issues its own courses, and you'll have to check with your national marine authorities which course to take.
In some countries, you can take this course online. For example in the UK, where it takes between 4 - 8 hours to costs about £65.
